A cryptographically signed record of demonstrated, graded competence. Anyone can verify it; no one can forge or alter it undetected.
What it is
Ed25519-signed. Independently verifiable.
A Signal is an Ed25519 signature over a structured competence record — an overall readiness band and the eight Gradium Index clusters, each read against live demand.
It lives off-chain, is verified against that signature, and carries no personal data. No token, no ledger, no wallet.

What it isn't

A Signal cannot be self-issued. It is signed only after assessed demonstration of competence.

If it doesn't verify, it isn't a Signal. There is no "unverified" state.
